REFERENCE TO BY-LAW CASE Reference to a report in "The Press" on Monday about the test case concerning a section of the Riccarton Borough Council's stock droving bylaws, which was to be called in the Magistrates Court that day, was made by two counsel yesterday when the court concluded its sitting. ''.There is one thing I should like to n fS?ss' sald Mr F - W. Johnston, who. with Mr F W. White, appeared for the Riccarton Borough Council, "and that is the report in "The Press' on Monday, It contained references to some major parts of the defence and that seems to be improper." The case would have been particularly bad, he said, if the hearing had been befoie a jury and not be. ore a magistrate. "I refer to this since 'The Press' ha,q always been considered one of the finest newspapers in N«w Zealand, and its lapse is particularly regrettable.
