LONDON. April 24. Acting on a decision made at Stresa, Britain, France, and Italy have sent a strongly-worded joint note to Lithuania demanding the observation of the rights of German residents in Memel. The diplomatic correspondent of the "Daily Express" says that though 24 of the 29 members of the Memel Parliament are Germans, five have been restrained from attending, and the remaining l'J do not form a quorum. The Lithuanians continually absent themselves, and consequently the directorate's control cannot be checked. The three powers now aim at preventing the development of a major international quarrel over Memel.
