NEW CONSTITUTION FOR POLAND
PKESENT POSITION .MADE LEGAL (Received April 25. 7.2u p.m.) LONDON, April 24. The Warsaw correspondent of the "Daily Telegraph" says all public buildings are beflaggea to herald the birth of a new constitution, which makes Poland a totalitarian state. It makes legally effective the legislative system which has gradually, evolved since Marshal Pilsudski's coup d'etat in 192 G. Contrary to expectations, Marshal Pilsudski bas not taken the presidency, in which absolute power is now normally vested, but as Minister for War he will continue to control 1 oland's political destinies.
