The Warsaw correspondent of the "Daily Telegraph" says all public buildings are beflaggea to herald the birth of a new constitution, which makes Poland a totalitarian state. Contrary to expectations, Marshal Pilsudski bas not taken the presidency, in which absolute power is now normally vested, but as Minister for War he will continue to control 1 oland's political destinies.
