NEW CLINIC SET UP SUBSTITUTE FOR PRISON (Received February 14, 7.5 p.m.) | LONDON, February 13. .The curing of crime by science is | advanced a step by the Institute for Scientific Treatment of Delinquents, which is opening an inpatients' clinic to deal with offenders who are repeatedly before courts, yet are manifestly likely to benefit from medical attention. Investigation has shown that such treatment may usefully occupy tvo years if a new habit of mind is to be created. The in-patients' department will enable magistrates to find a much-needed substitute for prison. The institute already has a staff of 21. doctors, and its work is being extended to the provinces.
