A civic reception was tendered today to Mr Malcolm MaeDouald, UnderSecretary Cor the Dominions, and his sister, Miss Sheila Mac Donald. A large gathering included the lion. E. A. Ransom, who extended a welcome: on b«ta half of the Government and representative:' of local Scottish societies. A piper led the way into the hall. In replying to the speech of welcome, Mr MacDonakl covered considerable ground. lie said he had come lo study renditions on the spot, and not lo talk. He spoke ~r (he paramount, necessity of Ihe various governments in the Empire co-ordinal in;.; their policies, and said I hat. the poli eies of the six Dominions should tit in with one Imperial policy. To this end there should bo frequent, interchange of visits by those, responsible for the framing of policies.
