+ COMMUNIST RULE OF CUBAN TERRITORY (Received November 29, 8.35 p.m.) HAVANA (Cuba), Nov. 28. The Ministry of Justice disclosed to-day that an organisation known as the "Realengo Eighteen" has taken control of 500,000 acres of Cuban territory and set up a communist regime, under which people pay no taxes and ignore the Havana Government. The independent rule is an outgrowth of the armed defiance of Government troops early this month in the hill regions at Guantanamo by land owners whj refused to be dispossessed.
