Mr Cordell Hull, Secretary of State, said it was the desire of the American Government to "pound out" various powers on the subject of their inclusion in an international agreement for the restriction and control of the traffic in armaments and munitions. The Prime Minister's speech was delivered in the constituency where he made his first parliamentary speech nearly 40 years ago. Several of his early supporters were present.
