During 7a years ihe average losses of the party in power have been almost 50 seats in (lie House <if Representatives, but this is not expected to occur next week. Opponents of the Roosevelt Administration declare that the Congressional campaign has been turning wholly on the question of whether the army of voters receiving- subsidies and direct do'es will register their gratitude at the polls, with other national issues completely overshadowed.
