GENEVA, September 26

M. Maxim LitvinofT, Russian Foreign Minister, disclosed that the Soviet intends to move to end or mend the Disarmament Conference by demanding a report from Mr Arthur Henderson (president) on the present state of the work of the conference in order to enable the League Council to decide on procedure. M. LitvinofT candidly expresses the opinion that the conference has outlived its usefulness. More practical results, lie holds, could be obtained by transferring the present arms talk to the Council.
