- HIGH COUNCIL MEETS CHOKE OF NEW LEADER LONDON, August 27. Delegates from 22 countries attended meetings of the Salvation Army High Council to elect a successor to General Higgins. General Higgins presided over a crowded meeting at the Central Hall, Westminster, and welcomed the o verse?.? delegates to the High Council. It is expected that there will be two or three days' delay before secret ballots will give the necessary two-thirds majority. Strong opposition was displayed towards a woman general, but otherwise Commander Evangeline Booth, daughter of the founder, has an excellent chance of becoming general. Commissioner Henry Mapp, Chief of Staff, and Commissioner j Da\ id Lamb are othe: possible choices. Hundreds, including m.r.iy lasses, were turned away, the hall being packed long before the start. It was the most fervent gathering in j recent years. ! General Higgins declared that tne j reports of intrigues and jealousies were maliciously false. General Higgins will not be present at the election. The "News Chronicle" on August 8 said: "Only five out of the 47 candidates for the generalship of the Salvation Army will stand a chance at the election on August 28. They are Commander Evangeline Booth, Commissioner Henry Mapp, Commissioner Catherine Booth, Commissioner Charles Rich, commanding the Army in Sweden, and Commissioner Samuel Hurren, principal of the Training College in London. "The choice seems to lie between Commander Evangeline Booth and Commissioner Mapp, Chief of Start at the International Headquarters. Commissioner Mapp stands for the maintenance of the existing system of government, and Commander Booth is also unwilling to make changes, though she is not averse to seeing others make them." The only previous meeting of the High Council took place at the beginning of 1929, when General Bramweil Booth was judged unfit to continue in office, and General Higgins was elected to succeed him.
