Approaching rock bottom, a stratum that is seldom if ever explored, by what method can we improve the social conditions of humanity? The matter must be approached religiously, socially, or politically. Well the churches have absolutely and totally failed. They have refused even to touch where they should have commenced to work a thousand years ago. A voluntary permanent social improvement is impossible. Then it must come by statute, and to accomplish a statutory social improvement requires high and humane ideals, councillors who will formulate wise and humane laws. Laws are required that, will prohibit any profiteering and also that will prevent, by a process of graduated taxation, the accumulation of \vealth by any person beyond a certain limit, this to include all trusts and combines whatsoever. They should also be framed to bring the value of legal tender down to n level at which it will voluntarily go into circulation and resume its normal eo-ordination. To obtain councillors of Ihe required fitness would require the assistance of a board of psychology of the highest possible merit from whom all councillors would be required first 1.0 obtain a certificate of psychological fitness. All councillors at all times should be under the jurisdiction of the board. If we can accomplish this we should be a little nearer peace. What do we find to-day? Millions of capable workers are practically on the road, driven there by the adoption of machinery by capital. The workers have never Leon known to cause a war, yet they are forced to slaughter one another at the dictation of capital.
