The reorganisation and control of the British herring industry is unanimously recommended in the first report of the Sea Fish Commission. It is proposed that a Herring Board be set up to create a framework of organisation within the herring industry, resting upon a system of licensing. Herring fishermen, salesmen, curers, and kippe'rers would all require to be licensed. The commission advises the Government to make a grant of £50,000 to the board as a contribution towards the problem of redundancy in the herring fleet by the purchase of older boats for scrapping, and recommends a further grant of £125,000 for the initial establishment expenses, to cover administration charges for at least two years, for marketing services, and for other purposes. A publicity campaign to encourage the consumption of herrings, both fresh and cured, is suggested.
