Many Soviet railway officials have been arrested after outrages on the Chinese Eastern Railway in Manchukuo. News received to-day confirms reports that Soviet citizens along the railway lines are leaving < for Russia. While the current talk about the imminence of war can be discounted, the situation is graver than for a long time. JAPAN AND SOVIET WARNING CONTEMPLATED (Received August 17. 8.40 p.m.) TOKIO, August 17. The Foreign Office and the army are consulting with a view to giving a general warning to the Soviet about a long list of unsettled border incidents, and the Chinese Eastern Railway outrages.
