Masters; to protest against ths Board" in refusing _to grant six months" leave of absence without pav to Mr M. Riske, M.A., a teacher employed cy the board, to allow hum to visit Russia. '"I should like to say that this question does net come under my jurisdiction.'' said the Minister :n reply. "T have ho jurisdiction whatever over the matter cf whetner or not Mr Riske goes to .Russia. So far as resigning is concerned, Mr Riske may do so if he wishes. He is just as" entitled to a position on his return as anyone else. He may apply for any position in New Zealand, and provided he has the right grading he must bo considered. "I cannot alter the board's decision. As a matter of fact, I havenever interfered with the administrative affairs of education boards, and I do not intend to make a precedent in this case.' l
