A new five-year naval air expansion programme, calling for a big increase in fighting aircraft and pilots, is being drafted by M. Carl Vinson, chairman of the House of Representatives Naval Committee in co-operation with the Navy Department, for presentation to the next congress. Mr Vinson told reporters that the programme would call for the construction of up to 2100 naval aeroplanes already authorised by Congress, but not appropriated for, the development of the Philadelphia naval aircraft factory, and an increase in facilities at the Pensacoia (Florida) naval aviation training ■school. j
