On January 1, 1914, that is to say seven months before the Great War broke j out, he delivered hii; opinion a.s re-1 ported in the "Daily Chronicle," "This | i? the most favourable moment for 20 ; years to overhaul our expenditure on ! armaments." And again on July 17, 1 1914, 17 days before the outbreak of I war, he delivered at the annual ban-! quel to bankers and merchants, at the j Mansion House, the following, "I think now that we are entering into a quieter period it is well for us to dwell upon the enormous industrial expansion which we have witnessed during the last few years whilst we are taking | a period of rest, before we reach even . higher things." Nor does his judgment of men ap-! pear to bo superior to his ability to j foresee events, as the following will j show. "Dear Mr Lincoln, you have I my heartiest good wishes in your con- I test at Darlington.
