Cologne's birth-rate for- last November was only 11 a 100, the .lowest on jecord since November, 1917. Each . occupied bed, in London's smallpox hospital costs more than £l4, and in the : fever hospital, more than £5 a week to maintain. If every family in London is to be provided with a separate dwelling, 588,797 new houses will have to be provided.
