The Washington correspondent of the New York "Ilerald-Tribune" ! states: "The 11,000,000,000 dollar war debt structure is tottering ill the face of notice from Mr Roosevelt that, the latest compromise proposal reported from Europe is unacceptable;. "When the President, was shown press dispatches declaring that Britain would make a partial payment on June 11 if a general clebt conference was promised, he indicated that under' no circumstances would he receive the European war debtors collectively, although he was still ready for such bilateral conversations as they might initiate." TOKEN PAYMENT TO BE OFFERED DEFAULT LIKELY IN EVENT OF REFUSAL LONDON, May 31. The representative of the Sydney "Sun" understands that after the meeting of the Cabinet to-day a note will be dispatched to Mr Roosevelt proposing a further war debt token payment on June 15, pending a final settlement. j Assurances will be sought that the I token payment will not be con- j slrued as default. I It is likely that if the United I States regards the token as default j Great Britain will pay nothing, but' a final decision will not be made ; until after further conversations ! with Washington. !
