GERMANY'S FOREIGN DEBTS
*— EXTENSION OP MORATORIUM PROPHESIED (Received I' iy 31, 11.5 p.m.) BERLIN, May 31. The press, with a unanimity which denotes official inspiration, foretells that there will be a complete moratorium on all cash transfers, including Dawes and Young loans, beginning on July 1. The settlement of May 29 will, in this event, lose much of its value. —"The Times" Cable.
