M. DOUMERGUE EXPLAINS
FEAR OF A REARMED GERMANY

Gaston Doumergue (Premier), in a broadcast address, explained why German rearmament forced France to reject the British disarmament plan, although he did not mention the names of the countries. M. Doumergue said that Francehad more reason than any other country to desire peace. She cherished no rancour toward those against tvhom she was compelled to defend herself. "She wants neither to dominate nor to humiliate anyone," he said. "When it is suggested that France should further reduce her armaments while those who ravaged her country are increasing theirs, everyone should understand why France feels she needs greater security." Referring to the civil servants' opposition to salary cuts, M. Doumergue declared that the Government meant to assert its authority, without which anarchy was close, with the danger of civil war and a foreign invasion. The Government's policy had already resulted in improved business. Gold was flowing back into the banks.
