The Waimairi County Council decided at a meeting last evening to revert to its former system, when dealing with breaches of the traffic by-laws, of having each alleged offence considered by the full council before a decision is made on whether a prosecution will be undertaken. Six months ago the council adopted a new scheme, whereby the county clerk (Mr G. S. Cowper) and the traffic inspector (Mr R. J. McGee) dealt with the cases and made the necessary recommendations a&out prosecutions. But a report on the matter, which was presented to the council last evening, indicated that it was considered that such a system placed too great a responsibility on the two officers. A rapid increase in the number of deer in country which had been culled two years ago was noticed by three residents of Hanmer Springs, Messrs V. E. Argelin, G. -K. Lucas, and J. Andrews, who recently returned from a deer-stalking trip of 17 days in the country at the back of Hanmer Springs. They made their camp at the headwaters of the Boyle river, in country which, they recalled, had been cleared by a Government party only two years ago. While good heads were scarce, only six 12-pointers being shot, they found that the deer were plentiful and had in their opinion increased remarkably in number.
