The Nanking Government is perturbed over the continued Japanese military activity in North China. Japan's "hands off China" declaration is arousing bitter comments at Nanking, where it is regarded as striking a fatal blow at the interests of other powers in the Far East. Feeling is particularly high because the Japanese statement was made just at a time when China was seeking to reconstruct her air forces.

The Chinese Foreign Office has issued the statement: "The international peace of the world can be maintained only by the collective efforts of all the members of the family of nations. No single nation should be permitted to assume policing rights over another." Japan's policy is also causing apprehension in Shanghai, where there is the keenest competition among representatives of many nations to secure the large orders for aeroplanes which the Nanking Governmen is now placing-

The "Daily Mail" says that Great Britain's special position in Australia and New Zealand has always been recognised, as has that of the United States on the American continent. It is difficult to see, then, why Japan's preponderance of interest in China should be disputed, says the newspaper. Certainly no sane government is going to attempt to turn her out of Manchukuo.
