April 20. Mr !*'. A. Written, the senior Republic;::* member of the Naval C'j'.vMnii ice, said in the House of Ka;;:'e. rnialivcs to-day that lie was Mr Coniel! Hull, to bring about the recall ol' Mr Gerald Campbell (British Consul-General in New York) for speaking in opposition to American defence legislation. He also referred to alleged attempts by Major C. J. IT. Mackenzie-Kennedy, a British subject, to address the Naval Affairs Committee to-day on legislation, before it, as a violation of the rules of Congress and of the committee. Major Mackenzie-Ken-nedy has been heard during the committee's study of aeroplane contracts. A New York message reports that Mr Campbell said: "i categorically deny having mack: any statement in any speech or in writing opposing the Vinson Naval Construction BUI. or on American national defence, nor have I ever tried to influence anyone whatsoever in this regard."
