"'2l That it actually represents a tax to the consumer on many lines of approximately 9 to 15 per cent., not 3 per cent. "'3l That the imposition of tne tax i; still further drying up the spending power of the community, and that there is a necessity that the tax should, ew far as possible, be obviated by economy in Government expenditure."
