This wj\ confirm the opinion I previouslv expressed, that while the conference ami the municipalities it represents are conservative, nevertheless their tendency is progressive, and once havi~r arrived at a point of view, no matter how socialistic, radical, or humanitarian it may be. they will fi 2 ht with the same tenacity in the interests'of that as Ihey may have resisted it a the first instance. "There can be no question, too. that the conference is vtry much cool corned and interested in trying to get belter terms and coaditions for the mass of the unemp oyed.
