Tonkin at the annual I meeting oi the Upner Ricearton Rugby Football Club last night. There was a tendency in first tirade | football, especially with the better! players, said Mr "Tonkin, merely to j warn a player for rough play, whereas j for the same offence a lower grade player would be disqualified and sent off the field. The license granted to senior players led other players *o | adopt the same tactics, and when they ! were checked they would point ou: to | the referee that "senior players were ■ allowed to do it. j Mr H. E. Davis, a .member of the i Canterbury Rugby Union, said that I the union would back any movement i to stop rough play. There was a j difference between hard plav and ' rough play. " .' Mr Tonkin asked whether a plavcr j wearing a registered club"s colours could be reported for misconduct in the street. Mr Davis replied that he did not thing that any action could bo taken. SOUTH CANTERBURY UNION ANNUAL MEETING (.S'-KCIAL TO las PEESS.) TIMARU, March 19. The annual meeting of delegates to the South Canterbury Rugby Union was held to-night, Mr J. O'Leary presiding over a large attendance. The chairman referred to the death of Mr J. Roscvcar, president of the Celtic Club and a member of the management committee, which had occurred since the last annual mealing. Members stood in silence as a mark of respect.

The chairman moved tiic adoption oC the annual report and balance-sheet, previously published. Ke congratulated the clubs on the work of the year. The experience gained by young players last season should, he said, be of benefit to the game. A representative match was played against Southland in Timaru, and it was only a matter of time when a return game would have to be played. The vear's operations had resulted in a credit balance of £2O, but although there had been one very good gate, on the whole the receipts from matches were not as high as was anticipated. The management committee had worked hard, and had in keeping expenditure down. The New Zealand Union had come to the assijtar.ee of the South Canterbury Union bv making a temporary loan ot £4OO to be added to the lirst mortgage. Mr A. Jackson ask;:l if >t was feasible to use a portion of the i~ Uo in the ban!: towards paying ou tne loan of £4OO. Mr A B. Herctman (treasurer* itplfed that such action was feasible, bin was not likelv to be clone m view ot the uncertainty of the new season a The report and balance-sheet were adopted.

The rules were altered to provide for the Referees' Association's representative on the management committee being given a vote at such meeting. Country Clubs' Gates A notice cf motion that the union should receive 50 per cent, of the country clubs' gate takings was then discussed. The motion was moved by the chairman, and seconded by Mr J. O'Leary.

Mr Landlord said that at a recent conference of country clubs and union officials, certain proposals were made concerning the position, and he wondered what attitude the management committee took up regiirrihig them. The chairman said it strongly lavoured them, but as the notice of molion was on the agenda paper, it was felt it should go forward. Mr J. South (\Vaihi> said that the country clubs could not hand over 50 per cent, of the gates. If they did so thev could hardly exist. Mr J. O'Leary referred to a statement recently issued b<- the Geraldire and Temuka clubs, and said he could not understand why it should cost so much to conduct those clubs in comparison with the union. He criticised the attitude adapted by the Temuka Club regarding the manaif-

ment cenmiittt e's control of affairs. Ih." claimed 'hat no complimentary tickets had been issued last season by the committee to any person who was not entitled to them. Mr O'Leary then referred to .I'L'hOo borru'.ved from the New Zealand Union, and stated that not one penny had been paid off the principal. Be gave other reasons why the union should be given more imancia! support by the country clubs than it. had been give::. After further discussh n, the motion was withdrawn. It was decided that the clubs should pay the union 10 per cent, on the first £2O. HO ner cent, on the next £'2o. and 33 1-3 per cent, on the next £75. with 75 per cent, on any remaining sum on the year's operations, the same ratio to apply to season tickets. A recommendation was made to the incoming committee that as far us possible country teams should play huir.e-and-home games.
