♦ VISIT MARKED BY ROUGH WEATHER (Received February 4, 0.30 p.m.) APIA, February 2. The German cruiser Karlsruhe arrived on Thursday morning and wil] remain here until next Wednesday. Elaborate arrangements for the entertainment of the officers and men have been made by the German residents.

Heavy rains have prevailed since the ship's arrival and to-day, owintf to a high sea and the unsettled condition of the weather, the Karlsruhe left the roadstead. She will remain at sea until conditions improve.
