CRUCIAL PARAGRAPH PASSED PREMIER'S APPEAL (Received December 10, 8.50 p.m.) PARIS, December 10. The Chamber of Deputies debated the reduction of civil service salaries, a feature of the closing speeches being the warning of M. Camille Chauptemps (Premier) that prolongation of the crisis would lead to growing unrest in the country and international speculation, resulting possibily in a catastrophe. "PeoDle are demanding not only the dissolution of Parliament but the revision of the Constitution,' he said. "I will use all means within the law to defend Parliament, but Parliament must help me to show the nation it is equal to its duties.
