The "Daily Herald" gives prominence to a Brisbane message, which states that France is building secret submarine and air bases in the Pacific because she is afraid of Japan's mystery moves. Travellers in the Pacific reaching Australia are said to report that provision had been made for seaplanes and submarines in New Caledonia. The Paris correspondent of the "Daily Herald" says he enquired from French official sources, but was told that the matter could not be discussed.
