The Berlin correspondent of the "Daily Telegraph" says that the British Ambassador, Sir Eric Phipps, has handed a Britisn note to the German Government asking lor an explanation of the arrest of Mr Noel Panter, correspondent of the "Daily Telegraph'' in Munich, who was taken into custody by the political police. The Ambassador's action was due to the fact that the British ConsulGeneral in Munich was refused permission to see Mr Panter, who was also not allowed to consult a lawyer. The charge is "suspicion of espionage," this consisting of Mr Panter's telegram describing a demonstration at Keiheim on Saturday. The correspondent adds that it is obvious that the Nazis are following their usual tactics of secluding Mr Panter from any contact with the outside world during his examination, hoping to trap him into an incriminating admission.
HITLER'S ELECTION SPEECH CO NT R AIMCT ORV U EFER ENCES TO BRITAIN BERLIN, October 25. Herr Hitler's election speech was a strange mixture of phrases in his references to Great Britain. One minute he called her a '"great and rich" nation, and then came the taunt of the monetary qualification for Jewish emigres. Finally he said, "Scenes comparable with those of the Irish rebellion have never occurred in Germany.'' There were sustained cheers when Hitler said, "We are ready to stretch out a hand of friendship to France. Germany wants peace with everyone. She is the world's bulwark against communism.''
