COUNCIL OF RL'ICHSBANK ABOLISHED | (Received October 10, 10.2 p.m.) BERLIN, October 9. The Bunk of International Settlements, having agreed to waive its right under the Young Plan to veto amendments to the Reichsbank Act, the general council of the Reichsbank has now been abolished, leaving Dr. H. Schacht, the president of the bank, virtually financial dictator. The v/ay is now clear for him to raise the general level of prices of fixed interest securities, the ultimate object of which is loan conorsion to lower interest.
