The Berlin correspondent of ilie "'Manchester Guardian"' says: "Herr Hitler's decree organising the Brown Shirts in eight regional groups is a military measure of farreaching importance. The Brown Shirts henceforth will perform the double function of defending the dictatorship against internal and external enemies. "The groups would correspond with the existing Reichswehr groups, so that the Brown Shirts, being instruments of the dictatorship, are bound eventually to absorb the Reichswehr, which hitherto has shown a certain distrust of Hitlerism. '"Herr Hitler - has now begun to grapple with this last remnant of pro-Nazi Germany. The- Brown Shirts are likely to develop into a formidable lighting force. It is ironical that the decree was promulgated immediately after Mr Arthur Henderson's visit to Berlin. Thus what is incomparably the most important step taken by post-war Germany toward rearmament was accompanied by friendly and conciliatory assurances to I\lr Henderson.' NAZI AIR RAID.
