The final report of the Royal Commission on Lotteries and Betting states that the main principle followed was that while gambling among private individuals should not be interfered with organised ' {ambling facilities should be prohibited or restricted where they ifid to serious social consequences. jHu> report recommends that the • Costing legislation concerning lotteries, gaining, and betting should » amended and consolidated. No change is recommended in ii» existing position at civil law whereby wagering transactions are «ot enforcible in the courts. " The institution of large lotteries ~in Great Britain is not recommended, as this is considered unbearable in itself and unlikely to otsist materially in suppressing the »te of tickets in lotteries promoted * gsewaere.
