One of the largest works ever undertaken almost solely with the assistance of relief labour, the construction of a road round the cliffs from Arapawanui to Moeangiangi, which was commenced under the supervision of the Hawke's Bay County Council almost a year ago, is now rapidly drawing to a close, and it is possible for cars now to undertake the journey over the three miles of newly-constructed road. Before the earthquake it was necessary for those living in the region of Moeangiangi to climb a hill some 1000 feet in height over a track which in the winter time was at many places almost unnegotiable. Following the earthquake, however, the land in that region was raised considerably and the receding of the sea made it possible to construct a road round the foot of the cliffs, which for generations had formed a buttress for the ocean.
