Speculation is at fever heat regarding the contents of the White Paper 011 the future of India, which will be published simultaneously in England and India on Saturday. It is reliably stated that the following will be the main provisions of the Government of India Bill: The inauguration of provincial autonomy without further Parliamentary sanction; the inauguration of a federation with responsibility at the centre, with Parliamentary sanction after the fulfilment of specified conditions, such as the establishment and effective operation of a Federal Reserve Bank; and determination of the number of seats to be allocated. The safeguards will include Viceroy's and Governor's powers in matters affecting defence and external affairs, ecclesiastical subjects, the protection of minorities, prevention of an\ grave menace to peace and tranquillyin India, protection of the rights of States, and tlie prevention of commercial discrimination.
