The safeguards will include Viceroy's and Governor's powers in matters affecting defence and external affairs, ecclesiastical subjects, the protection of minorities, prevention of an\ grave menace to peace and tranquillyin India, protection of the rights of States, and tlie prevention of commercial discrimination.
