CONDITIONS OF RACES.
OWNER'S LETTER TO CLUB. At the New Brighton Trotting Club's December meeting the conditions of races were based on the "assessed ; clausc." pnd several horses were declared ineligible when the handicaps appeared. Between the data of noiii- , inatiQiis for that meeting and the appearance of handicaps, the iorbui.v Park meeting was held, and some u those horses which were not actual K eligible for New Brighton events at the tinio of nomination had, by successes at Forburv Park, been reassessed to mnj'ks which apparently mode them eligible for the races for which they wero nominated at New Brighton, but tjio club had decided that those horses should have been assessed on the marks demanded b.v tlio conditions, at the timo of nominations. However, at subsequent meetings of clubs adopting the "assessed" metiiod of classification, it has been specially stated in their conditions "that for the purpose .of tlas programme, assessed means at the time rtl- handicaps." In view of these facts tho followihft letter, written by Mr J. U McKenzie to tho New Brighton Trotting Club, is of interest, as Mr Mc : Kcnzic's horse, Taxpayer, was one or those vyho hod won at Forbiiry Park before handicaps for the New Brighton, meeting were declared: — "Your letter of February 3 to liand with reference to tho nomination of Taxpayer for your December meeting. "Had your clyb stated in their conditions, 'For horses that are assessed at 4i»in 4ttsec or fetter at timo of nomination,' T.-ixpaj'er would never have heen nominated for this race. _ Seeing that your club failed to put m that condition, and as Taxpayer was assessed at 4min a, considerable timo before the handicaps were declared, in mv opinion he was actually eligible to start in the rnce, according to vour printed conditions. "I do not value the £l, and am quite prepared to pay this into charity, out as many owners are having great difficulty in making ends meet, I do notthink that thev should be called on to pav nominations when tfto club has fn{led to State tho proper conditions Of fi race. "I tim <s»ite prepared to refer this matter to the. president of the Racing Conference. ~or to tho New Zealand Trotting Association, and I shall bo pleaded to abide by cither of their decisions.
