Tho House of Representatives Coinage Committee to-day reversed its former attitude, and approved a subcommittee's recommendation of a Bill providing for the purchaso of silver bullion l'or monetary purposes. Tho Bill Was amended, however, to limit purchases to 250,000,000 dollars' Worth of metal. Under tho Bill aa it bow stands, the Treasury would purchase silver, coin it into silver dollars, and issue silver certificates against them. The new certificates, together with the one dollar silver certificates already outstanding, would be upon parity with other outstanding currency and acceptable as full legal tender.
