It is officially explained that tho disappearance of the old law removes the last barrier against the ex-Kaiser's return. The so-called "Kaiser paragraph" lapsed last year when the requisite two-thirds of the Reichstag did not support the clause. Consequently, exKaiser Wilhelm is at liberty to return when he chooses, but he adheres to his oft-repeated declaration that ho will not return until the nation calls him.
