Dr. Wellington Koo (Chinese delegate) has circulated allegations that the Japanese in Manchukuo aerially bombed Haekulak. ruthlessly murdering the villagers. Jt is also alleged that the Japanese had adopted conscription with a view to exterminating the Chinese volunteers opposing the Government, and had sent an agent to force Chinese organisations to sign affidavits in favour of a "puppet government."
