When John Garnhain, manager of a New Plymouth shop, seiit 4tK)O numbered circulars to householders and placed, in the window 25 numbered articles, which were presented to those who received circulars • with a corresponding number and "spotted"' tu© article displayed, he committed a breach of the Gaming Act—established a lottery, whereby goods were disposed of by a mode- of chance.
