Mr Hartley's idea of borrowing £70,000, to be used Sato and again in the payment of rSK workers, is impossible of fulfllment be cause after the first payment the'unemployment Board would be unable to recover the money for further use. Your correspondent would be well advised to make a thorough study of the Douglas Social Credit Scheme, so that he may learu a really scientific method of curing the present disastrous slump and maintaining a permanent equilibrium between production and consumption. The question at issue, divorced from all irrelevaMcies, is whether the present financial system shall be allowed to retain (he control of currency, and continue to regulate it solely in its own interests, ur whether tho control of currency and community-created credit shall be restored to tho community, where it rightfully belongs, and be regulated by a non-political board in the interests of the whole community in such a manner that at all times there shall be sufficient money in the hands of consumers to buy all the goods produced. Money can satisfactorily function as a medium of exchange only if properly controlled for that purpose, anil until so controlled there can be no such thing as a real democracy, because under the present system the people's representatives are controlled by high finance. —Yours, etc., G. W. ATMOKE. September Sth, 1902.
