(Received September 10th, 1.15< a.m.) TOKYO, September 9. Contrary to reports i manating from China,-official dispatches from Peiping indicate that the League of Nations Commission's report does not accuse Japan of aggression. While finding that Japan's actions exceeded the needs of self-defence, it admits that the army probably believed itself justified. The Commission does not find that Japan established Maxichukuo as a puppet government, and, concluding, admits that it is impossible lo return to the status, quo ante bellum.
