GERMAN CRISIS.
STRUGGLE FOR POWER. A SUPER-PARTY MINISTRY SUGGESTED. MEASURES TO DEFEAT TERRORISM. (UNITED PBBS3 ASSOCIATION—BY ELECTBIO TJELEGBAPH—CorYBIOHT.) (.Received August 9th, 7 p.m.) BERLIN, August 9. Herr von Papen has returned to Borlin and General Schleicher is expocted on Tuesday. President K. von Hindcnburg arrives on Wednesday. The correspondent of the "Daily Telegraph" says that the struggle for power has entered the second stage, with Herr Hitler's demand for the Chancellorship for himself. General von Schleicher is wiling to" concede the Nazis a few minor seats, but he insists that only a super-party Ministry, deriving its authority from President Hindenburg, can rule Germany in the absence of a party, majority. Herr Hitler's spokesmen reject the idea of a Government of experts, but President Hindenburg, not Herr Hitler, will select the Nazis for the Ministry, not as party representatives, but as skilled administrators. Herr von Papen, declaring that ruthless action is necessary, has called a special meeting of the Cabinet to-day to discuss measures to defeat political terrorism.
