Despairing of obtaining relief from the Government for poverty-stricken people in the northern where. it is alleged, starvation is being faced. delegates representing 120.000 farmers are now in the city planning a direct! appeal to the Emperor, in accordance with constitutional practice. The acute situation in the northers districts has already been responsible for serious clashes between landlord* and tenants, involving bloodshed ia somo instances.
