Edouard Herriot, in an exclusive interview with the British United Press representative, that no reduction of Germany's reparations was possible unless the United States ot America aud Great Britain agreed to equivalent reductions in war debt payments to them. With regard to armaments, M. Herriot emphasised that a reduction was dependent on security. Ho urged the organisation of an international armed force. Thero thus nppears to bo no change iri France's attitude on these two vital issues.
