The ' Daily Express" and the "Daily Mail" ask why newsprint, wood-pulp and rubber arc to be admitted fro.; under the new tariff, and why the Dominions are deprived of the preference which shoukl be theirs.

Mr Neville Chamberlain (Chancellor of (lie Exchequer), speaking at Birmingham, said:"When we impose the new duties we shall not allow them to operate against goods from the Dominions until the matter lias been fully discussed. We arc confident, having begun in an enthusiastic spirit, that we will find a response in the Dominions, and shall leave Ottawa with a commercial treaty ensuring that everyone will buy from Great Britain what they do not manufacture themselves. We shall negotiate with foreign countries a few months hence regarding reciprocal commercial relations.''
