TERRORISM IN INDIA.
DRASTIC MEASURES PLANNED. (united rnr.ss association—bx electeic IBLEGItAPH —COPYRIGHT.) (Received December 13th, 7 p.m.) DELHI, December 12. The Yiceroy (Lord Willingdon), in a speech at Calcutta, declared that the Government was determined to adopt every means to crush the Terrorist movement. The Government had already taken preliminary measures to cope with the Congress no-rent campaign in the United Provinces and had forbidden the Congress leaders to address peasants' meetings. The police raided Congress offices at Cawnpore and arrested a prominent official.
