SIR JOSIAH STAMP AND SELF-RELIANCE.

GOOD AND STUPID PEOPLE. Sir Josiah Stamp, who distributed tho prizes at tho London Orphanage School, Watford, said that one man wlio was giving prizes at a prize day lie remembered told them that he thought that the only thing that mattered was character, and if they only had every tiling else could be allowed to go. He did not agree. The world was full of very good and very , stupid people, and a horrible mess they had got us into. He believed it was possible to have both brainp and .character. A' speech day belonged to knowledge. The bov with most facts usually had the whip hand over everybody else. Girls could havo the whip hand without worrying about facts. (Laughter.)
