Mr Gandhi said although the Congress had decided not to participate in tie Round Table Conference at London there was no intention of resuming civil disobedience at once and the Delhi settlement need not necessarily be ooasidered cancelled. Ho and his colleague* have cancelled their passages to London. The way is now clear for co-operators. The sooner a responsible Federal India comes into being and deals with this menace to society the better.
