UNITED STATES NAVAL APPROPRIATIONS. EIG BUILDING PROGRAMME. WASHINGTON, December 4. While President Iloover's Budget message allotted to the Navy Department only 28,300,000 dollars for construction in 1032, a reduction of 28,512,000 dollars compared with appropriations for the current fiscal year, it is learned that President lioover has given his tacit approval to a separate 120,000,000 dollars naval construction programme, which will be submitted to Congress in the present session.
